Section Annual General Meeting held on Sunday 18
November 2007

Sue Murphy opened the meeting by thanking everyone for
attending and then asked everyone to be upstanding for a
minute’s silence.

2. Treasurer’s
Report:
Richard Tyler presented the following report and outturn
statement for 2007:
This has been my 2nd year as treasurer of the tennis
section and I believe it has been a very positive year
for us. Despite the inclement weather we experienced
this summer the courts have been regularly full and even
as recently as two weeks ago we had to rotate on Sunday
morning due to the large number of people at the club.
Financially we have achieved a similar contribution to
club funds to the previous year. I think that this is
not a bad effort from the section given the weather
earlier in the summer and it is great to see many new
faces at the club. The section returned a contribution
to the club of over £11,000 and this is after £8,250 has
been paid off our 10-year loan from the LTA for the
courts.
Income and expenditure: On membership we received £900
more in subs than in 2006, which is positive. This was
due to more full adult members than last year. The
number of juniors joining the club however was
disappointing and we need as a section to deal with
this, as juniors are the future of the club also
attracts adult members to the club.
On other income thanks firstly to Jai’s company Deo
beauty products for their very generous sponsorship of
the section. Thanks also to all those who have helped
the sections events to run so well. Special mentions to
Les for the brilliant quizzes and David Handford for a
very successful dinner dance in September.
Coaching: the tennis camps never really got off the
ground this year principally due to the weather but we
now welcome Darren and Julian to the club and look
forward to their initiatives in boosting the junior
memberships and running tennis camps in 2008.
On expenditure not much to say thanks again to Dave for
his work on the hut which is in the best condition now
in the 5 years I have been at the club.
Moving on to 2008, the club has agreed a more realistic
target for the section of a £14,000 contribution. The
committee believes this to be an achievable target and
thanks the overall club for agreeing this.
We have decided to restructure the membership fees for
next year. The new rates are set out on the page
attached - The main changes are.
Junior subs to be reduced to £10 for those under 8 and
£30 for those 8-9 year olds. Previously the junior rates
were a flat fee of £60 but we are hoping these stepped
rates with the right marketing will increase membership.
There is also now an 18-23yr old fee of £115. This
replaces the student rate and will hopefully encourage
more young adults to carry on playing.
Finally the full adult membership and family rates have
been increased. We froze the rates last year but need to
increase rates in line with all the other sections of
the club given the overall financial situation of the
club.
Direct debit is by far the easiest way of paying subs –
this will be available for those wishing to use it next
year.

Chairman’s Report
Not exactly a baptism of fire but certainly a
challenging year. This time last year my predecessor,
Graham Cushway, told us that our then coach, Dave
Mansell had resigned. In the weeks following that AGM
Graham, Paul Chapman and I advertised the coaching job
and sifted through applications. Following that process
we appointed Darren Plank who started on 26th
Feb 2007. There were teething difficulties, the primary
one being his availability as he had (and has) other
coaching responsibilities. This improved when he
appointed Julian White as his assistant. Although things
aren’t perfect I feel that we now have the most formal
coaching structure in place that this club has had in
over a decade. Teams are receiving tuition if they want
it and there are men’s and ladies nights in place. New
for this club is a beginners/improvers group whilst
there are private lessons available for those that want
them. Junior night is better attended than in recent
years and junior coaching is available on a Saturday
morning. It is the committee’s (and Darren’s) intention
that we build up junior membership – to help in this,
Darren will look to go into local schools. I appreciate
there may still be problems – if there are please see
Darren, me or, if it is to do with juniors, Ruth
Goulding.
Our membership remains solid. We did lose some members
for a range of reasons but we have replaced them with
new ones. Courts are well used and, during busy social
times, this has meant people have had to wait. This has
led to some problems with regard to who plays with whom.
We will be introducing a peg-board system whereby
everyone who wants to play puts their “peg” on the
board. When you are at the top you choose 3 from the
next 6 to join you on court. This way you can choose if
you want a mixed, ladies or men’s doubles. We hope this
will reduce the tensions that have been evident
recently.
Socially, we are a section that runs several functions
every year and raises money from them. We need to – the
parent club has a perennial cash flow problem and we are
duty bound to help them, particularly as they helped to
fund our Astroturf courts. We have run some wonderful
socials this year from the Indulgence Evening eleven
months ago to quizzes, tournaments and the annual
dinner. More of the same is planned for this coming year
– the first being a Tournament with milled wine on
Sunday 23 Dec and a Salsa evening on Friday 25th
January. Thanks are also due to Jai and Deo Beauty
Products for their continued support of us.
Finally, this job is not an easy one and I am aware that
I couldn’t do it with the support of the membership and
in particular of the committee. They work immensely hard
for all our benefit. Richard has to be the most
conscientious treasurer whilst Yvonne is meticulous in
her minute-taking. I thought Sue Palmer would be
impossible to replace as membership secretary but Ian
has been fabulous. Maria, Ruth, Frances and Barbara have
been wonderful in everything they do, and it’s a lot –
believe me, whilst Gaye (in her first year on committee)
has been a revelation with a wide ranging package of
skills from IT to marketing. Thank you, thank you, and
thank you. I have missed out one person and I’ve saved
him to last because, after 15 years on committee, he is
standing down. David Handford is a massive do-er, he
gets things done. He (along with Les Williams) has
virtually rebuilt the tennis hut, he has organised more
tennis dinners than most of us have attended and, of
course, he was vital in securing the LTA loan and
project managing the build of the new Astroturf courts.
He is not leaving but is looking forward to enjoying
tennis without the stresses of committee life. On behalf
of the whole section – thank you David.

5. Any other business
This item submitted by Richard Tinworth
1) A court booking system should be introduced
I have made this suggestion before but I would like to
make it again. Can an Internet system be introduced or a
booking sheet on the club hut wall. This would avoid
conflictions since sometimes-impromptu sessions are
organised.
2) A vetting system to be introduced
While I do not begrudge anyone playing tennis it should
be to a certain standard. Now I realise I am not the
best one to talk about this but when I joined I had
lessons with the then coach David Mansell and after the
9th/10th lesson he suggested that I was good enough to
join in social tennis. (I realise other members might
have their own view on this judgment, but I did manage
to progress). I do believe however that new members
should only join in social tennis once one of the
coaches has approved it.
3) A fairer allocation system for social tennis
It seems that certain players do not want to ‘slum’ it
with others, which they deem to be not as good.
Therefore a raffle or ladder system should be introduced
so players of all ability do mix and the people who
having been waiting there the longest do play.
Discussion took place:
· Social Tennis: Concern was raised over the ability of some
members to play to a ‘reasonable standard’ as to be able
to give the remainder an enjoyable game.
o Consider introducing standard before can play social tennis
o Suggestion - Social tennis time for beginners/improvers –
possibly after standard social time. Committee members
to make up numbers
o
Consider reduced fee for those members not appropriate
ability for social tennis
·
Introduce a booking System. Pressure on courts May/June due
to number of matches. Need to publicise matches and
regular coaching sessions on website.
·
Introduce a pegboard system for social play.
It was agreed that these proposals and suggestions should be discussed
at tennis committee.
Team Selection for summer league:
Meeting for current captains to discuss and suggestion
to arrange day(s) in February/March for team selection.
Players not to be excluded if cannot make these days.
Match Catering:
Discussion regarding quality of food provided. Can
individual teams do their own food? Agreed all teams
should do the same and as many teams would not want to
cater for themselves ….agreed to continue with caterers.
Captains to liaise with caterer on what food they want
provided.
Chewing Gum on Court:
Ian Cushway to make “No Chewing Gum” notices for courts
Juniors:
Junior night - Tokens direct to Darren rather than
Richard Tyler
There was a suggestion to offer membership to parents of
younger children at same price as their children - act
as “hitting partners”. It was agreed to consider at next
committee.

Proposed Tennis Section Rules
1 GENERAL
That the section be known as
"The Winchmore Hill Tennis Club".
2 AFFILIATION
2.1 That the section be affiliated to the
Lawn Tennis Association and all games played within
the rules thereof.
3 COMMITTEE
3.1 That the general management of the
Section be vested in a Committee to consist of a
Chairman, Honorary Secretary, Honorary Treasurer,
Ground Representative, Membership Secretary ,
Communications Representative, Child Protection
Officer, a Junior Representative and up to two other
general committee members,
all to be elected at the Section Annual General
Meeting.
4 DUTIES OF COMMITTEE
The Sectional Committee shall meet once per month
during the summer season and not less than twice
during the winter season unless otherwise determined
by the Sectional Committee.
4.1
At the
first Committee Meeting after the Sectional Annual
General Meeting appoint representatives to the
Management and Sub-Committees of the Club as
provided in Fundamental Rule 4.1 and General Rule
8.1.
4.2
The
Sectional Committee shall appoint Sectional Sub
Committees as required.
4.3 The Sectional Committee shall have the
power to decide all Sectional matters not provided
for in the rules.
5 GENERAL MEETINGS
5.1 That the Annual General Meeting of the
Section be held not later than the last day of
November for the purpose of electing the Section
Officers and Committee and transacting the general
business of the Section.
5.2 That the Sectional Honorary Secretary
shall call an Extra-Ordinary General Meeting to be
held within 28 days of receiving:
5.2.1 Instructions to do so by the Sectional
Committee, or;
5.2.2 A written request to do so detailing
the object of the meeting and signed by not less
than 30 members entitled to vote at the meeting.
5.3 That voting at Sectional General Meetings
be confined to the Chairman and all members of the
Sectional Committee, Life Members of the Club, all
playing members of the Section and to those
non-playing members who have previously played in
the Section for at least ten years.
5.4 That at least ten days written notice and
Agenda of any Sectional General Meeting be sent to
all members entitled to vote thereat and to members
covered by the Club General Rule 10.1 and a copy of
the notice and agenda be posted in the Club pavilion
for the information of other members.
5.5 That the quorum for a Sectional General
Meeting be 20 members present and entitled to vote
thereat.
6 MEMBERSHIP
(Suggested new)
6.1
Membership of the Section shall be subject to a
'playing-in' standard and the existence of
vacancies. Prospective members from outside the Club
shall apply to the Section Secretary in writing;
such applications shall, if accepted by the
Committee, be passed for final acceptance to the
Management Committee.
6.2 Applications for Membership of the
Section from within the Club shall satisfy the
conditions of Rule 6.1 above, save that it will not
necessitate final acceptance by the Management
Committee.
6.3 Applicants not reaching the required
‘playing-in’ standard in accordance with Rule 6.1
may, at the discretion of the Committee, be offered
alternative membership status at such rate to be
determined by the Committee.
6.3.1 Applicants falling within Rule 6.3
above shall be given every opportunity of reaching
the required ‘playing-in’ standard and, should they
attain the necessary standard, have their membership
status shall be reviewed by the Committee.
6.4 The Committee and the Club Management
Committee reserve the right to withdraw membership
of any member whose conduct is deemed to be
unacceptable and/or in breach of Club rules.
6.5 The Committee and the Club Management

6.6 Any section member who, in the opinion of
the members of the Committee, is found to be in
breach of sectional/Club rules shall be notified in
writing by the Chairman of the Section.
6.7 Any appeal against the decisions of the
Sectional Committee will be heard by the sectional
Chairman who will decide whether or not to uphold
the decision of the Committee.
6.8 A final appeal may be lodged with the
Management Committee of Winchmore Hill Cricket Club
who will make the final adjudication. Their decision
shall be deemed final.
6.9 Junior members may, if they so wish,
elect to be represented by a parent, guardian or
senior member of the tennis section during an
appeal.
7 EQUALITY
7.1 The Winchmore Hill Tennis Section and its
parent, the Winchmore Hill Cricket Club, is
committee to equality for all, regardless of age,
sex, physical ability, ethnic or religious
persuasions and beliefs.
7.2 Offensive language, abusive or violent
behaviour (either physical or verbal) or any form of
conduct deemed to be in breach of Rule 7.1 is
regarded as unacceptable behaviour and will be
subject to disciplinary action by the Tennis and/or
Club Management Committee.
8 SUBSCRIPTIONS
8.1 Members hip
of the section necessitates full payment of the
relevant annual subscription fee as determined
from
time to time by
the Committee.
8.2 The Committee reserves the right to
disallow any individual from playing team/tournament
tennis if the annual subscription is not paid on
time.
8.3 The Club coach and his assistant are
deemed to be honorary members of the Club. The coach
shall also be an honorary member of the Committee.
9 GENERAL
9.1 That these Sectional Rules may only be
altered, added to or rescinded by a majority of
those present and voting at a Sectional General
Meeting.
9.2 That written notice of any proposal to
alter, add to or rescind these rules must be
received by the Sectional Honorary Secretary at
least four weeks prior to, and must appear on, the
Agenda of the next Sectional Annual General Meeting.
9.3 That notice to alter, add to or rescind
the Sectional Rules at any other time shall be
received in writing by the Honorary Secretary
accompanied by a request to convene an Extraordinary
General Meeting in accordance with Sectional Rule
5.2.2.
9.4 All rules and regulations are deemed to
be governed by English Law.
BYELAWS
WINCHMORE HILL TENNIS CLUB
1 CHILDREN
The supervision, and therefore the conduct, of
all children within the Club's grounds is the
responsibility of their parents or guardians.
1.1 No children (other than junior members)
are allowed on court or in the tennis hut.
2. GUESTS
2.1 Members are permitted to bring a guest
for a fee
to be
determined from time to time by the Committee,
payable to the Treasurer of the section.
2.2 The visitors must be signed in the book
located in the tennis hut.
2.3 All visitors must adhere to the rules of
the Club.
2.4 The number of visits is strictly limited
to three visits per guest per year.
2.5 Junior members are not permitted to
invite guests to play without the prior consent of a
senior member.
3 COACHING
3.1 The section employs a contracted
professional coach. No other form of professional
coaching is permitted without the prior agreement of
the coach currently under contract to the Club.
4 WIMBLEDON TICKETS
4.1 The Tennis Section receives an annual
allocation of tickets for Wimbledon, which are
distributed to members by means of a draw. Full
details are posted in the tennis hut when
notification of the section's allocation is received
from the LTA.
4.2 Members who are allocated tickets via the
draw must pay for the said tickets upon receipt.
4.3 Under no circumstances can tickets be
re-sold to a third party without the prior consent
of the Chairman
or
Honorary Secretary. Failure to comply with this
ruling may cause the section to be disallowed form
the future allocation by the LTA.
5 GENERAL
5.1 All members, both senior and junior, are
required to keep all areas free from litter.
5.2 Smoking is not permitted either in the
tennis hut ,
Club pavilion
or on court.
6 USE OF COURTS
6.1 All tennis played at the Club is subject
to the application of the playing rules as specified
by the Lawn Tennis Association of which the section
is an affiliated member.
6.2 The best principles of accepted tennis
etiquette and codes of conduct must be applied at
all times. The Committee believes that the best
spirits of the game of tennis should apply and that
argumentative or unsporting conduct is not
acceptable.
6.3 Members are request to wear recognised
tennis clothing when on court. The wearing of
casual/swim or beachwear is not acceptable.
6.4 Tennis shoes only must be worn on court.
The soles of such tennis footwear must not be of a
type which could cause damage or excessive wear to
the court surfaces. Trainers and other forms of
casual footwear are not permitted on court.
6.5 Tennis balls, net tapes, net sticks and
chairs must be returned to their proper
location in the hut after use.
6.6 Under no circumstances can club tennis
balls be taken off the club premises unless
authorised to do so by a member of the tennis
section management committee.
6.7 The grass courts must not be played upon
when damp or wet and/or when a member of the
Committee or the Club's Head Groundsman deems them
unfit for play.
6.8 Junior members are only permitted to play
on the grass courts designated for junior play.
Junior members have priority use of the junior grass
courts. Juniors may only play on the senior grass
courts upon invitation by a member of the Committee.
6.9 The Club tournaments for men's and
ladies' singles/doubles and mixed doubles are held
annually in June/July.
6.10 Team matches and club tournaments have
priority over social tennis.
6.11 If a member(s) is waiting to play then
the players already on court are required to finish
after one set and make way for those waiting. In
such circumstances sets should be concluded by
tiebreak.
6.12 Doubles play has precedence over singles
play.
6.13
Failure to comply with these Byelaws may subject the
transgressor to action being taken under Rules 6.3
to 6.7 (existing) Rules 6.4 to 6.9 (new)
An introduction to Darren Plank,
Tennis Coach at Winchmore Hill
Hi,
My name is Darren Plank. I have recently joined the tennis section
at Winchmore Hill as the Head Coach.
I have been coaching for 18 years and have LTA Part 2
qualifications and am fully licensed. My range of coaching is
anything from beginners to county standards of all ages.
I have been at David Lloyd for 12 years and was Head pro there for
2 years. I have coached alongside some top coaches and gained
valuable experience, which I hope will be of great value to
Winchmore Hill.
I would like to take this opportunity to thank Sue and the
Committee for the welcome that I have received since I have
joined.
We are currently in the process of putting together both adult and
junior programmes for the Club, which will be put on the web-site
as soon as they are finalised.
Alongside me will be my business partner, Roy Eastwood.
Roy
has been coaching for over 20 years and has a full LTA licence. We
put together a very popular junior programme at
Harrow
and so Roy and I are hoping to get juniors in this area involved
in our programme at Winchmore Hill.
